Shared Online Poker Liquidity Progress: Will the Project Go Live in 2018?

With online cash game poker being in a state of decline for years, it was last summer when the regulators of four European segregated markets decided that something should be done, and done quickly. The French gambling regulator ARJEL initiated year-long discussions with its counterparts from Italy, Spain, and Portugal, which discussions produced the shared online poker liquidity agreement this summer.

The shared liquidity project will allow operators licensed in the four countries to merge their player pools in a bid to improve their profitability in the respective markets and to hopefully boost regulated cash game activity there. While it was expected that an initial phase of the shared liquidity network would be launched by the end of the year and later on became clear that this would not happen, significant progress was made in 2017 in relation to the project’s eventual realization. Here is what regulators and other participants in the scheme managed to do over the past 12 months and how this would contribute to the success of the shared liquidity scheme and to the coveted improvement of Europe’s cash game poker.

Portugal Completes Shared Liquidity Technical Standards Framework

The country completed the necessary step of crafting a technical standards framework in relation to the shared liquidity project in early 2017. Basically, the framework was important as it would make it possible for locally licensed poker operators to merge their Portuguese player pools with their player pools in the other participating countries.

The set of technical rules was reviewed by the European Commission and received the necessary approval in April, thus making it possible for Portugal to participate in the shared liquidity project.

Winamax Seeks Italian-, Spanish-, and Portuguese-Speaking Staff

French online poker operator Winamax made it known in late January that it was seeking Italian-, Spanish, and Portuguese-speaking staff for its planned expansion across Europe. With that, the poker room revealed its interest and intentions to participate in the shared liquidity project. Winamax is the largest poker operator in its domestic market, and it has probably seen a good opportunity to extend its footprint across other regulated jurisdictions through the shared liquidity scheme.

PokerStars Restricts French Site to Local Players Only

In early February, PokerStars announced that it would restrict its French operations to players located in France and its overseas territories. Prior to that, its .fr website had been available to players from other European jurisdictions where local regulations had not banned access to the online poker website.

The online poker room cited the constantly changing regulatory environment as a reason for its decision, but many also believed that the move could have been partially motivated by the upcoming launch of the shared liquidity network.

France, Italy, Spain, and Portugal Sign Shared Online Poker Liquidity Agreement

The online gambling regulators of the four participating countries signed the shared liquidity agreement at a special meeting in Rome, Italy on July 6, 2017. The inking of the agreement concluded a year of negotiations in relation to the project and its eventual implementation. And while it was an important step towards the realization of the shared liquidity scheme, the agreement was not the final step towards that goal. Regulators still had a lot to sort out before interested operators were able to merge their player pools from the four participating segregated markets.

For instance, they all had to present technical requirements and additional information in relation to the way poker services would be provided. France and Spain produced that information towards the end of July. Portugal, too, completed that step in the next few months.

Italy Misses Deadline for Call for License Applications

It was originally expected that Italy’s gambling regulator Agenzia delle dogane e dei Monopoli would launch a call for new license applications and for license renewals in late September. However, that move was never undertaken, and eventually risked Italy’s timely entry into the shared liquidity project. According to recent information, France would seek an early 2018 start of the project. And it seems that the country as well as Spain and Portugal will be able to launch the shared liquidity network within such timeframe. However, Italy is expected to join a bit later.

Italian Opposition to Shared Liquidity

Casino News Daily, along with other news outlets, reported in October that the shared liquidity scheme had quite some opposition in Italy.

Italian politicians, including Deputy Paola Binetti and Senator Franco Mirabelli, were among the powerful figures who voiced opposition to the online poker scheme. According to them, and other members of Italy’s political elite, the shared liquidity project would create conditions for illegal activities and increased gambling addiction rates.

Winamax Buys Italian License and Hires New Ambassadors

While Italian politicians were going vocal against the shared liquidity project, Winamax bought the Italian iGaming license of online gambling brand bet-at-home. The move would make it easier for the French poker operator to enter the Italian market than if it had waited for the local regulator to launch the application process for granting new licenses.

As part of its strategy to enter the four markets that participate in the shared liquidity project, Winamax added two new ambassadors to its team. Italy’s Mustapha Kanit and Spain’s Adrian Mateos were recruited to promote the French poker brand in their homelands and across Europe.

PokerStars Receives First Shared Liquidity License

Earlier this month, PokerStars became the first online poker operator to receive the green light to participate in the shared liquidity project from French iGaming regulator ARJEL. Under the terms of its license, PokerStars will have to make sure that it merges its player pools only in the four participating jurisdictions. Here it is interesting to note that PokerStars is the only online poker operator that is licensed to operate in each of the four countries, and many believe that it will be the single big winner from the upcoming launch of the scheme.

It very much seems that France is pushing for early 2018 launch of the shared liquidity project. The country was actually the main initiator of the whole scheme, when it passed a law last summer that allowed it to enter shared liquidity negotiations with other interested countries.

As reported earlier this month, Spain and Portugal might be ready to join the project upon launch. As for Italy, it will probably have to wait a little longer as it is yet to renew the licenses of its existing iGaming industry stakeholders and to issue licenses to new operators. It is believed that the country will enter the project at a later point in 2018. It is yet to be seen whether this will happen and how the shared liquidity scheme will impact the online poker environment of the four participating countries and of Europe as a whole.

Tabcorp-Tatts Merger to Bring Aroud AU$130 Million to the New Entity

The saga of the long-awaited merger between the Australian gambling operators Tabcorp Holdings and Tatts Group is coming to an end, and a new era is set to begin in the local gambling industry.

At the time when Tabcorp published a media release, revealing that the Australian Competition and Consumer Commission (ACCC) is to no longer seek another judicial review of the Australian Competition Tribunal (ACT), the company also announced that its merger deal with Tatts Group is expected to take place on December 22nd, 2017.

The deal between the two Australian gambling giants is to finally combine the companies in a gambling behemoth that has been feared to be able to inevitably change the local gambling and betting industry. In fact, these concerns have been some of the major reasons why the merger of the two companies has faced such a strong opposition, as some authorities, regulators and rival companies have feared that if finalised, such a deal would hurt competition in the region, causing harm to competitive companies.

Full Integration to Take Approximately Two Years

As mentioned above, the merger is set to be finalised tomorrow, with the two companies joining forces to become one entity. UBET, however, is planned to remain as a standalone brand for up to a year while the process of integration between the gambling giants is carried out. David Attenborough, the managing director of Tabcorp, revealed that UBET would continue operating in the market for some time “in parallel to TAB”, while the two companies are going through the integration process.

Except for the fact that the two companies are to become one, their customers are not expected to be affected by any other material changes, or at least for some time now. Probably the most serious change that is to be seen by local players would be the aligning of the fixed price books of the UBET and Tabcorp brands, but Mr. Attenborough explained that this is to happen after several months.

Apart from the fact that Mr. Attenborough once again confirmed Tabcorp’s commitment to see a national tote pool implemented, he also explained that the full integration of the two companies’ operations is to take approximately two years to be completed. In addition, the Tabcorp’s managing director said that the cash flow that is expected to be brought to the new entity as a result of the merger, amounts to no less than AU$130 million, with racing revenue representing a significant part of the amount.

He further shared his expectations for Queensland racing to generate approximately AU$20 million more as a result of the integration process’ completion. According to him, the benefits of the merger are to be felt almost immediately, especially considering the revenue increases under the business model of Tabcorp, as well as the roll-out of Trackside, a Virtual Racing product.

New Jersey Casino Commission Approves Hard Rock Atlantic City Ownership Deal

The Hard Rock Atlantic City ownership structure and management agreement has received the blessing of the New Jersey Casino Control Commission (CCC), a key development in keeping the former Trump Taj Mahal on track for a summer 2018 opening.

Hard Rock Atlantic City Casino Control

Joe Jingoli, Jim Allen, and Jack Morris, the three executives in control of Hard Rock Atlantic City’s overhaul, all have New Jersey roots, which will be bearing fruit once the former Trump Taj Mahal opens next summer. (Image: Jeff Fusco/Associated Press)

During a meeting yesterday in Atlantic City, the CCC’s three-member board unanimously approved allowing Boardwalk 1000 LLC to own the property, while Hard Rock International will be responsible for its gaming operations.

Boardwalk 1000 is the entity formed by Hard Rock and private investors Jack Morris and Joe Jingoli. Because Hard Rock doesn’t fully own the Boardwalk resort, the Florida-based company owned by the Seminole Tribe had to submit and gain approval from the CCC.

For the Commission to accept such an arrangement, both entities must obtain casino licenses from the state, and the gambling operator must own at least a 10 percent stake in the resort. Boardwalk 1000 and Hard Rock have both recently applied for those licenses.

About Jack and Joe

New Jersey officials were more than happy to learn that Jack Morris and Joe Jingoli were involving themselves in the revitalization of Atlantic City and the purchase of the Taj Mahal. Garden State natives, the two businessmen are successful real estate developers who have invested throughout the state.

Jingoli lived in Atlantic City for many years, and his firm, Joseph Jingoli and Son, is the contractor for Stockton University’s $220 million Atlantic City Gateway Project. The residential campus, academic building, and business complex is being built on the site of the old Atlantic City High School.

Hard Rock Atlantic City, which is currently undergoing a massive renovation to transform the former Taj’s minarets and onion domes into a rock ‘n’ roll-themed resort, isn’t Jingoli’s first experience working with a casino. The developer has assisted in various gaming venue projects, including Upstate New York’s Seneca Niagara, and Pennsylvania’s Sands Bethlehem and Parx Casino.

Morris specializes in residential and commercial real estate, with a focus on developing financially challenged communities. The chance to help Atlantic City was a no-brainer, and one that he feels very confident about.

“This is going to be a game-changer,” Morris said last summer. “Not just for Atlantic City, but for the people of New Jersey.”

Both Jingoli and Morris believe conventions are key in revitalizing the oceanfront town. They hope the large corporations located in Philadelphia and New York City will be enticed by Atlantic City’s new amenities, which are accessible via a short drive compared to a flight to Las Vegas or elsewhere.

Finally, Hard Rock CEO Jim Allen is certainly no stranger to Atlantic City, as the gaming executive grew up washing dishes in the seaside town. He now works in Florida where the Seminoles are located, but says he’ll be in Atlantic City often.

Hard Rock Future

When Hard Rock opens next summer, the reimagined resort will offer 2,400 slot machines and 130 table games, 2,000-room hotel, concert venue for seating up to 7,000, and convention space to accommodate both large and small events.

Throughout the property, visitors will find “museum-like displays adorning the walls” featuring memorabilia from musicians and artists who call New Jersey home.

Udenna studies IPO, backdoor listing of $341M Cebu casino

Philippine casino investor Udenna Development Corp. is reportedly studying a possible backdoor listing or initial public offering (IPO) of its company to fund its US$341 million casino in the island of Cebu.

Udenna studies IPO, backdoor listing of $341M Cebu casinoFour months after the firm had broken ground for its multi-million dollar casino, The Philippine Star reported that the casino investor is now weighing in on whether to launch an IPO to fund the project. Udenna is also waiting for the necessary permits in order to begin the excavation of the site of the casino project, according to the report.

“We’re told the ECC (Environmental Clearance Certificate) will hopefully be out before Christmas because we complied, we submitted everything,” said Raymundo Martin Escalona, director for special projects of Udenna, according to the news outlet.

Udenna earlier announced its plan to develop a 12.5-hectare, beachfront casino resort featuring iconic modern buildings surrounded by lush greens and infinity pools. The planned casino, located south of Manila, will also have a skydiving center on a pier, a retail complex, a convention center, luxury hotels and villas, specialty dining options, private residences and condominium-hotels.

The new casino in Cebu is looking to attract Singaporeans, Koreans, and Chinese VIP and mass markets, as well as local players. Escalona told the news outlet that the “huge Korean market” in Mactan “will be a natural market because they currently go to Cebu.”

Aside from studying the means to raise funds, Escalona said Udenna is also considering to tap an experienced casino operator for the project.

Finding the right manpower, according to Escalona, is the easiest aspect of starting a casino since there are a lot of very talented people that can be sourced not only in the Philippines but also in the gambling jurisdictions of Macau and Las Vegas.

The Philippine Amusement and Gaming Corporation (PAGCOR) is grooming the country’s Visayas region as the next gambling destination, as Manila becomes too congested to host another integrated resort project.

Udenna’s Dennis Uy previously said their integrated resort will help transform the district of Mactan in Cebu into a premiere tourist destination and a key economic growth driver in Central Visayas.

Meanwhile, Macau casino operator Galaxy Entertainment Group also announced that it is eyeing to construct a $500 million integrated resort at the heart of the Philippine island of Boracay.

Taking a Gamble in 2017: With Skin in the Game, How I Bet, Won Big, and Lost a Little This Year

When people hear that I write about gambling, they usually assume that I hit the tables with gusto. The truth, though, is that I’ve spent enough time around sharp players, casino bosses, and game-designers to know better. Take it from me: randomly splashing money on the felt is a mug’s game.

Tom Brady Super Bowl 2017

Next to Tom Brady and the New England Patriots, no one was more thrilled with their upset over the Atlanta Falcons at Super Bowl 2017 than author Michael Kaplan. The Patriots defeated the Falcons 34-28, and Kaplan made bank, thanks to a sports betting tip. (Image: Kevin C. Cox/Getty)

Unless pressed to play craps with friends or to bet on a sporting event in order to not be the one grumpy bastard who could care less about the outcome, this year, like all other years, I’ve avoided gambling unless I felt that I had an edge.

With that in mind, I’m usually badgering pro sports-betting friends for tips. So, of course, I tapped resources for a Super Bowl pick in January. A trusted pal suggested that I take the Patriots. I did, wagering $400 and being sure that I’d lost until the final minutes of the game.

That’s how I started 2017 with a win on the boards (plus, I aced a prop-bet contest at my Super Bowl party by selecting every low and negative). My wife totally showed me up, though. During a 2016 visit to Vegas, she randomly made a future bet on the Pats going all the way. It snagged her $1,100.

Go, Kaplans!

Weeks later, however, I made $200 basketball bets for my brother and myself. The tip came from the same guy and we lost.

Disappointed, my brother said, “I thought your boy knew what he was doing.”

“He does,” I told him. “But we still have a better than 40 percent chance of losing.”

That’s gambling. Even when you play with an advantage, you can count on losing just under half the time. The reality of calculated risk-taking is enough to derail my dreams of doing it for a living.

When it comes to playing in the pit, blackjack is my game. The good news there is that a guy named Rick Blaine (his book, Blackjack Blueprint, is worth checking out for anyone who wants to learn the craft) taught me how to card count years ago.

I played for a while on a well-financed team, betting as much as two spots of $1,500 per hand. Many casino managers requested that I refrain from playing the game on their properties. So I’m comfortable in doubling down with, say, 10 against Ace when the count hits plus-4 and even hitting with 12 vs 6 when we’re at minus-1.

MIT Blackjack team

Card counting at blackjack, like the notorious MIT team of the 1980s, will make you very unpopular at most casinos, but that didn’t stop our author Michael Kaplan from giving it his all in 2017. Kevin Spacey both starred in and co-produced the 2008 film version of the tale called “21,” and everyone’s had better luck than he has this year. (Image:

It also means that I know others who card count. The most fun you can have in a casino is sitting down with friends who are counting seriously, for big money, and throwing out a green chip every time you see them ratcheting up their bets. My single-monikered buddy Jo and a guy she was partnered with allowed me to piggyback. I won maybe $600 on that session this past spring.

As her partner sourly stated after we finished, “It’s easy to win when you only bet with the best of it.”

This past summer, I wound up playing with them, out of a common bankroll and with more seriousness of purpose. One weekend was profitable, to the tune of like $800 each. Not all the money in the world, but it was a helluva lot of fun, except for the time that one of us, who shall go nameless here, got booted out of a casino.

On a second trip, we employed a slightly more adventurous playing technique, did pretty well, and never got popped. But then, as departing flight times neared, we hit an ugly losing streak while card counting at an off-Strip casino. The timing couldn’t have been worse, and the trip ended up as a wash.

As the year wound down, I had a final jaunt to Vegas. It was all about reporting stories, quaffing cocktails, and being a gourmand, with the most memorable meal being a beefy feast with an insanely tasty duck and goat-cheese terrine at newly opened Bavette’s in the reconfiguring Monte Carlo on the Strip.

But I did manage to slip in a few small-stakes runs at the tables, betting units of just $5 and $10, with a max bet of $100.  That brought some eyebrow-raising from a pit boss at my favorite dump downtown, who gave me one of those “I’m watching you” glares, while asking, “You spread from $10 to $100? Interesting.”

I played sessions of just a shoe or two and managed to win a little more than $500 over the weekend.

Lesson learned for 2018: it’s good to get a little lucky, but, man, you sure wish you had more money on the table when those moments of good fortune strike.

Michael Kaplan is a New York-based journalist. He has written about gambling for The New York Times Magazine, Wired, Playboy, Thrillist, British GQ, and Kaplan has authored or co-authored four books, including “Aces and Kings: Inside Stories and Million-Dollar Strategies from Poker’s Greatest Players.”

David Baazov Insider Trading Trial Begins with Stay Request

The insider trading trial involving former Amaya CEO David Baazov and two other individuals officially began on Monday. The businessman and his co-accused appeared in Québec court yesterday for the first hearing within what has been billed as Canada’s biggest insider-trading case.

It was last spring when Québec’s securities regulator Autorité des marchés financiers (AMF) laid insider trading charges against Mr. Baazov as well as Toronto financier Yoel Altman and Benjamin Ahdoot, a long-time friend of the former Amaya CEO and a Vice President of Government Projects at said company at the time breaches allegedly took place.

Mr. Baazov was accused of aiding trades while possessing privileged information, of communicating the information, and of attempting to influence the price of Amaya shares in the period before the company’s acquisition of Isle of Man-based Rational Group, the owner of PokerStars.

The deal, worth $4.9 billion, was completed in August 2014 and made Amaya the largest online poker company in the world.

Both Mr. Baazov and his co-accused have denied any wrongdoing. However, the charges against them carry fines of up to $5 million and a penalty of up to five years in prison.

According to preliminary timelines, it is believed that a verdict would not be issued before July of next year, which will make the process, together with all events leading up to it, quite a lengthy one. However, Mr. Baazov’s defense asked the court on Monday to stay the proceedings, and if this happens, the businessman and his alleged accomplices might walk out free people.

Highlights from Monday’s Hearing

The stay motion will now be considered by Justice Salvatore Mascia. The greater part of Monday’s hearing was dedicated to the defense and the prosecution presenting their arguments on why the requested stay should be granted or dismissed.

Lawyers for Mr. Baazov and his co-accused argued that they were presented with a large batch of over 16 million documents related to the case back in September. A second batch of documents was given to the defense last Friday, it became known yesterday. Lawyers said that it was really hard for them to prepare adequate defense given the vast amount of papers they had to review.

Dominique Shoofey, one of the lawyers defending the former Amaya executive, said that a large number of documents are yet to be evaluated by them, and that constitutional rights were currently at stake.

If the court delivers a verdict in July 2018, this would mean that the decision was made 28 months after the AMF charges were laid. That timespan exceeds the 18-month presumptive ceiling for provincial courts introduced through a recent ruling of the Supreme Court of Canada.

The ruling, known as the Jordan, has been applied by other courts in different ways. It is yet to be seen how it will apply to Mr. Baazov’s case and whether a stay will be granted, as requested by the defense.

Two Women Find Lottery So Nice They Won it Twice

Two women did the statistically improbable and won significant amounts of money on not one, but two lottery scratchers in the same day. The state lottery windfalls were in different states but both in the month of November.

Michelle Shuffler

Michelle Shuffler won two prizes on lottery scratch off tickets including a $1 million prize. (Image: NC Education Lottery)

Veronica Buchanan of Florissant, Missouri and Michelle Shuffler of Granite Falls, North Carolina each won two prizes off scratcher tickets. Buchanan won $101,000 and Shuffler won $1.01 million.

Odds for scratch off games are much better than regular lotteries, like PowerBall, which to win the grand prize is 1 in 176 million. Getting any prize on a scratch off is 1 in 4 and winning an amount of $10,000 or more is about 1 in 90.

There are no odds provided of winning two large sums of cash in the same day on two different sets of tickets like Buchanan and Shuffler did.

Return Visit Pays Off

Buchanan walked into a local gas station on the morning of Nov. 29 and bought a $10 Monopoly scratch-off ticket. She won $1,000.  Later in the day she returned and bought a $10 Fortune ticket and walked away with one of the 14 $100,000 prizes.

Monopoly is a $10 game that went on sale in August 2015.  Prizes range from $10 to $1 million, with a total of $38 million in the prize pool. Two of the three $1 million prizes remain unclaimed in the game.

Fortune is run similar to the Monopoly game and has a total of $37 million. Two of the $1 million tickets remain unclaimed.

Two Locations Same Result

Shuffler bought her first ticket with her husband when they stopped at a gas station in Lenoir, North Carolina the middle of November. She purchased a Million Dollar Fever scratch-off ticket. She discovered she had won $10,000 and the two were shocked.

They traveled 22 miles down the road and decided to stop at a convenience store near their home in Granite Falls and bought another ticket.

“We saw that the game had a million dollar prize,” Shuffler told the N.C. Education Lottery. “So we decided, ‘Why not try to beat the odds again?'”

It proved to be a profitable decision. She uncovered $1 million winner and couldn’t believe her good fortune.

“It’s a miracle,” she said.

Shuffler decided on taking the yearly payouts of $50,000, instead of a lump sum of $600,000 after taxes. She told the lottery commission she was going to take her $35,000 after taxes and use towards retirement and her children’s college education costs.

Sean Perry Leads WPT Five Diamond World Poker Classic $10,400 Main Event Final Table

Sean Perry, a 21-year player son of poker pro Ralph Perry, is leading the final table of this year’s WPT Five Diamond World Poker Classic Main Event, it became clear last night. The six remaining survivors will return at the Bellagio today at 4 pm local time to play down to a winner.

Perry turned 21 on the very day the $10,400 Main Event kicked off. Speaking about his performance so far, the player said that he believes this is his tournament and that he is quite confident in his game and the chips he has managed to accumulate.

The player will enter Day 6 of the event with a total of 7.65 million, good for 191 big blinds. What is more, he is almost 1.5 million ahead of the player who will begin final table action second in chips.

And that player is actually the runner-up of last year’s edition of the tournament – Ryan Tosoc. The player bagged and tagged 5.105 million to give him enough confidence for today’s finale. It is also interesting to note that he is currently looking to improve from last year, when he finished second behind only the champion James Romero. Tosoc collected $1.1 million for his deep run in the 2016 Five Diamond World Poker Classic.

Speaking to WPT staff, Tosoc said last night that he feels very confident when playing at the Bellegio, the host venue of the ongoing Main Event. He went on to explain that even if cards are not always going his way, he still feels very comfortable at the poker tables of the popular Las Vegas casino.

Who Else Made It to the Finale?

Day 5 of the tournament started with 18 survivors who were led by Ajay Chabra. The player survived through the day to collect the fourth largest stack at its end. He will enter today’s finale with a total of 3.065 million.

Former WPT champion, the only one in the final pack of six, Mike Del Vecchio ranks third in the chip counts chart with a total of 4.97 million. The player scooped his first WPT title this spring by winning the WPT Rolling Thunder Main Event.

Richard Kirsch and Alex Foxen are the other two players to be rounding out the final table of the Main Event. The players will begin Day 6 with 2.62 million and 955,000 in chips, respectively.

Each of the six finalists is guaranteed a minimum payout of $271,736. The top two finishers will collect seven-figure payouts. The runner-up will take home $1,134,202 and the winner will receive $1,958,065 for becoming the last man standing from a record-breaking field of 812 entries. The champion will also lock a seat into the season-ending Tournament of Champions to contend against the other Main Event winners throughout the ongoing sixteenth season of the World Poker Tour.

Seminole Tribe Warns Florida Legislators That DFS Bill May Violate Compact

The Seminole Tribe of Florida has sent a letter to members of the Florida legislature, warning them that a bill to legalize daily fantasy sports (DFS) without regulation would violate the compact between the tribe and the state.

Seminole Florida DFS Bill

Seminole Tribe General Counsel Jim Shore wrote that legalizing fantasy sports could violate the state’s compact with the tribe. (Image: Tampa Bay Times)

The Seminoles operate several casinos throughout Florida, and do so under a compact that gives the tribe the exclusive right to offer several casino games in the state.

That agreement requires the tribe to pay the state hundreds of millions of dollars each year, something the Seminoles say could stop if the bill becomes law.

At question are a pair of bills that would expressly make fantasy sports in general legal, while exempting such games from gambling regulations.

One of those bills has been introduced by Representative Jason Brodeur (R-Sanford), while a similar piece of Senate legislation comes from Senator Dana Young (R-Tampa).

Letter Serves as Warning of Potential Issues

The letter, signed by Seminole Tribe General Counsel Jim Shore, served more as a warning of unintended consequences than an immediate threat. Shore outlined some of the tribe’s concerns, including potential exclusivity issues.

“By providing this notice, the Tribe hopes to avoid a situation where the State enacts legislation that inadvertently violates the Tribe’s exclusivity,” the letter reads. “Federal law requires that any reduction in the Tribe’s exclusivity must be balanced by some additional consideration from the State. Without such an agreement, the 2010 Gaming Compact would allow the Tribe to cease all revenue sharing payments to the State based on the expanded gaming contemplated by these bills.”

The tribe also expressed concern about the broad nature of the legislation being proposed, saying it lacked focus.

“The Tribe also is concerned about the substance of the bills and the lack of any form of regulation for an entire class of gaming activity,” Shore wrote. “While it is premature to list all of the issues now, the Tribe believes that the scope of permitted games and the appropriate regulatory structure are issues that should be addressed in detail before this legislation moves forward.”

Young Says Tribe’s Criticism is Off-Base

When told of the concerns over her bill, Senator Young said she was surprised, given that the issue is not a new one.

“This issue has been around since 2015 and this is the first time the Tribe has raised the Compact as it relates to fantasy sports,” she said.

Young added that fantasy sports, including daily contests, are not gambling but rather contests of skill. To back up her position, she referred to a legal opinion issued in February on behalf of DraftKings by former Florida Supreme Court Justice Ken Bell.

In that opinion, Bell argued that a bill allowing DFS and other fantasy sports contests shouldn’t impact the state’s agreements with the Seminole Tribe.

“Fantasy sports competitions, such as those sponsored by DraftKings, should not be classified as internet gambling [as] they do not constitute an online bet or gamble,” Bell wrote.

Fantasy sports have lived in an unusual space in Florida law since 1991, when the state’s attorney general issued an opinion saying that fantasy football leagues were a form of illegal gambling.

While that did little to stop friendly leagues from flourishing, it has complicated the DFS landscape: while DrakftKings and FanDuel accept players from Florida, Yahoo does not.

Ajay Chabra Leads 18 Finalists into WPT Five Diamond World Poker Classic $10,400 Main Event Penultimate Day

This year’s WPT Five Diamond World Poker Classic $10,400 Main Event is getting closer and closer to crowning its champion. After Day 4 of the tournament was completed several hours ago at the Bellagio Las Vegas, there are just 18 players left to contend for the title and the nearly $2 million first-place payout.

Ajay Chabra from New Jersey finished Day 4 as the chip leader and with considerable advantage over the other 17 survivors. The player bagged and tagged 3.961 million and is more than 1 million in chips ahead of his remaining opponents.

Chabra has only two previous in-the-money finishes in live tournaments and his bankroll currently amounts to nearly $40,000. He will certainly boost his earnings significantly as the money bubble burst yesterday and each of the 18 finishers is guaranteed a minimum cash of $51,984.

Chabra helped himself to the chip lead through a key three-way pot against Brian Okin and Sean Perry. Chabra won the pot, while sending Okin to the rail in 25th place.

As mentioned above, the burst of the money bubble also occurred on Day 4. The day kicked off with 90 survivors and it took just 19 hands of play for the money to be reached. That 19th hand saw Steffen Sontheimer bust Ben Zamani in 82th place and the latter thus became the unfortunate bubble boy.

What to Expect from Day 5

The 18 finishers are set to return to the poker tables of the host casino today to play down to a six-handed final table. As mentioned above, each of the remaining hopefuls has locked in a $51,984 payout, but there is no doubt that their eyes will be set on the top prize of $1,958,065. Here it is important to note that the runner-up will also receive a seven-figure payout of $1,134,202. And each of the six final tablists is guaranteed a min-cash of $271,736.

There is just one former WPT champion among the 18 survivors. Mike Del Vecchio, who scooped his first WPT title this spring, is currently ranking in the top half of the chip counts chart with a total of 1.358 million. Back in March, the player bested the field of the WPT Rolling Thunder $3,500 Main Event for his largest live cash of $284,638.

Dan Colman is another notable still in contention. The player is best known for winning the $1,000,000 The Big One for ONE DROP back in 2014. He collected a payout of $15,306,668 for taking down the massive high roller. Colman is now vying for his first WPT title.

Ryan Tosoc, who finished runner-up to James Romero in last year’s WPT Five Diamond World Poker Classic Main Event, is looking to improve this year and grab the title. The player finished fourth in chips on Day 4 of the event with 2.088 million and will enter Day 5 action in a good position to secure a spot among the final six.

VIP gambling rebound has Macau junkets in expansionist mode

macau-meg-star-junket-wynn-macauMacau’s resurgent VIP gambling market has casino junket operators back in expansionist mode following the sector’s lengthy period of retrenchment.

On Friday, GGRAsia reported that the Tak Chun Group junket planned to launch a new VIP gambling club at MGM China’s MGM Macau casino on Monday. The club will reportedly encompass 12 gaming tables spread across six rooms.

A little over one year ago, Tak Chun announced it had “suspended” its operations at MGM Macau, which reportedly totaled around 15 VIP tables, along with plans to relocate these tables to Sands China’s shiny new Parisian Macao property.

While Tak Chun usually plays coy with the size of its overall Macau operations, in November 2016 company CEO Levo Chan claimed that the junket operated 13 VIP clubs – including a new club with nine VIP tables at Melco Resorts & Entertainment’s Studio City resort – offering roughly 200 tables in total.

Tak Chun isn’t the only junket increasing its Macau presence. Meg-Star International unveiled its new VIP club at Wynn Resorts’ Wynn Macau last week, which includes nine tables in five VIP rooms.

Meg-Star now operates five VIP gaming clubs in Macau, including the launch in April of a new club at Wynn Palace. Meg-Star claimed the launch was part of its “vigorous expansion” in Macau’s VIP gambling market. Meg-Star also has junket ops in Singapore, South Korea, the Philippines and Australia.

Macau authorities have been keeping a tighter rein over the junket industry, and the Gaming Inspection and Coordination Bureau (DICJ) recently concluded its audit of the special administrative region’s 126 licensed VIP gaming promoters.

According to DICJ director Paulo Martins Chan, the audit uncovered “some deficiencies” in “less than 10” junkets. However, these issues were primarily related to junkets “not having registered properly” and the affected operators were expected to resolve their issues by the end of the year.

Chan also said the DICJ has no plans to institute a licensing system for so-called VIP gaming ‘collaborators’ aka junket sub-agents who help identify and recruit high-rolling gamblers, although the DICJ may publish lists of the names of these collaborators.
